An actor of our days Aleksei Serebryakov says: “All the world economy represents a pyramid which hardly stands on an unprotected dollar. Nobody can offer another way, that’s why all of us dealt to pretend as if dollar costs something. But if we call a spade a spade and start to play fair, everything will crash down. Consumer economics has reached a dead-lock”.

Is there any expert who can disprove in a well-reasoned manner these and many other statements?

        All in all an international situation today isn’t better than the one that was before the first and second world wars, which claimed not less than 100 million lives.

        Frankly speaking the third world war is going on today and thanks God it goes without atomic weapons. Wars in Afghanistan, Iraq, Israel, conflicts between Georgia and South Osetia and Abkhazia and many other conflicts all over the world can prove my words. Is the situation in the Balkans or in Europe better? So how can we call this state differently than the Third World War?

        An availability of nuclear warheads which are kept in armories, waiting for their time –is enough to destroy our planet in no time. The governments of these countries and the military departments and all of us comfort ourselves that the competition of deadly weapons is going on to ensure the common good. But is that real? Can anyone of the politicians give an absolute guarantee that it will always be like this? I mean that new inventions in technologies including a military sector are not created synchronously. What shall we do when one country will be ahead of others? Will the geopolitical interests of governments be the same as today if they are vacillating from one election to another.

        The chief task for the international community today is to search a new world order, where all the global problems will be solved. These words are first and foremost addressed to politicians, scientists, members of United Nations, who people pin on their hopes on. We, people, think that it will become possible if people all over the world gang up. It will be possible if there is a planetary state.

        You can say that it is easy to talk and write about building such a state and ask me if it is as easy to build it; you can say that wars were at all times and they are our satellites and no one was ever able to stop them and nobody will be able to do it. But what shall we do then? Shall we wait and sit on our hands? But didn’t you ever think about the fact that not long ago people couldn’t imagine that a man would be able to make a space shot? Must we see our planet be at stake? The matter is that we can change the world if only we make our minds work.

        To simplify my words I can give you a comparison: our society is like a woman, who tries to put her grown child in the lullaby which is too small for him. That very lullaby doesn’t give a chance for a child to grow. If only that woman could guess that she should change the lullaby on a bigger bed, everything will be perfect. All she must do in that situation is to understand that situation and change a bed. So it is as necessary for our society to change the present world order.

        There is such an animal as a raccoon. He has two exits in his burrow- one opposite the other. May be it makes two exits  de bene esse.  Won’t it be better for us to have an alternative way of living as a guarantee to live better?

        Let’s remember what great things people did without giving an effort, without difficulties? How long did it take humanity to create something meaningful? They spent years, decades! The main task for us today is to turn up our sleeves, chase all prejudice and laziness and start searching for solutions. I wish that our politicians find an easier way to join efforts and resources of people all over the world assisted by creation of the Global State.

        Our history shows us our thirst for consolidation. As example you I can mention the United Nations, the Commonwealth of Independent States, the European Union, Union of Soviet Socialist Republics and others. Some of them were broken, others suffer from internal factions. The reason is the reticence of such organizations. Their system is out of date today and they begin to hinder the world’s development.

        Most importantly there are some beginnings of right ideas to consolidate much more countries to solve the most crucial problems. And we must give them a chance to develop. The necessity of changing the world system isn’t new for humanity. The primitive communal system, the slaveholding system, the feudal system worked industriously during the centuries but there were moments of stagnation for each of these systems when the world had to change them. First, the new orders were born in the hearts of old orders. Then they entered to a conflict with them in the form of risings. And finally, the new orders won. But these were the times of long struggles with a lot of destructions and damages, using bows and arrows and then, pistols. And these destructions took lots of human lives.

        And now we can see that we live in an outdated system and we should look for something new and better for us, something better than nuclear weapon. Nowadays we can’t battle for changes as long as people used to fight long ago because there is a serious threat of being destroyed by an atomic attack. All the changes must be done in good time, discussing the problems altogether. We must build a United State. And we can’t wait for a new war as people did before. We can remember the First World War, when people understood the necessity of changes only after its end. The League of Nations was created. But it didn’t help people avoid a new war. So the Second World War Started and finished 6 years after having taken 50 million lives. And then again, the Organization named the United Nations was created to prevent wars and to get rid of consequences of the Second World War. Now that organization works well bringing goods for people and we should thank it for all it has done. But the fact is, however, is to fight with the seat of the trouble-with wars. So I can ask you whether the United Nations deals with that work today?

        I suppose, many people, including politicians, think that the rival in creation the mass-destruction weapons plays role of a constraint, as a guarantee of peace. And it’s not smart to cut a branch where you sit before you replace your sit on another branch. But how we can leave our society without any hope?

        There will be no conflicts and wars in a United State. One country won’t fight with itself, will it? There will be no ground for terrorism, corruption, doping and other unnatural phenomenon, which spreads their roots in the social injustice, cynicism, double-standard policy, discrimination etc.

        There will be no terrific business depressions. It will be easier to deal with in such government. It will be easier to make royal plans for future and realize projects in solving global problems of humanity. All these conditions will improve the lives of individuals as the life of our society at all. There’ll be more possibility to healthy living, to expend one’s possibilities, to show creativity of each one. There’ll be no ground for serious danger or disease because the modern science and medicine are prospering nowadays.

        The initiator of creation the Global State and the consolidation of all states-from very small to big powers- should be the United Nations. That organization is the most popular and respected all over the world.

        The United Nations charter is a half-made constitution of the future state. It only should be corrected a bit by changing the status of that very organization by making a referendum. The United Nations will be the prototype of a future state. And politicians should pay attention to the mistakes made by previous organizations which didn’t let them be international ones. That’s why in making a constitution for a new state the best minds should be involved in the process, these men, who put the interests of society higher than their own. One of the first legislative acts must be the holding of the referendum in all the states without an exception. And there must be questions like these: “Does every man wish his country be a member of a Global State?” So, a positive outcome of the referendum will be the legal, juridical base for a new state.  There’s no ground for doubt that people will give a positive answer because all of us are anxious about living in peace, living without wars. Of course, all of us should know that we ourselves have to make a contribution to make these ideas about a Global State become real.

        While forming that state interests of every country must be taken into account. The representatives of all countries must form the Parliament of state.

        The next and the most important step in creating a United State must be a liquidation of the Department of Defense in every country; all the property and funds must be passed to the national economy including staff. I mean soldiers, officers, Generals- men at the age of 18 till 55- the healthiest people of the state. I think it’s no necessity to convince people in importance of that action.  But we must take into consideration that for carrying out that action successfully, the organizers must work hard.

        There are many other global problems in the world besides wars. They are environmental problem, problem of hunger, terrorism, demographic problem and others. We have to find new energy resources instead of disappearing coal, oil and gaz. A colossal work is to take place in the future with terrorism, suicides, drug addiction, with economic depressions, natural disasters and with other crucial problems. And it is unforgivable for us to think that we can solve all these problems living in a present world order, where the world is divided into 250 countries and each country pays attention to its own interests in solving global problems. People! We should awake, switch on our minds and start combining efforts to form a Global State which is half the battle.

        When working at creation of a Global State some problems may take place. For example, nations and countries may worry about their sovereignty, language, religion and customs, wealth and national economy. We must consider that there’s nothing to change in such fields as ideology, culture, religion, language and customs. Every state will be able to live according its own economic and spiritual possibilities. If there are questions about some mutual assistance, they must be solved by the Parliament. All in all, humanity has experience in international organizations, federations and consolidations.

        Someone asked me during our discussion if the heads of USA and the Russian Federation will agree to unite. So, there must be an airtight argument to do that step. And it can only be a referendum in each country. If leading authorities of the world understand the importance of such a state and agree to create it, all the rest will do it immediately. The military-industrial complexes may be the fiercest opponents of the liquidation of the Departments of Defense. But I hope they will understand the situation and the people’s will. The Ministry of Internal Affairs and Emergency Situation Ministry will be able to manage with possible problems in that very state as disputes, theft, interpersonal conflicts and so on. We must understand that governments should provide aid funds for the creation the future state. An international fund must be formed. And every person will be able to make any contribution. Problem of language is one of the problems of a Global state. But it can be easy solved by choosing one international language. 

        Another problem of my topic is the future of billionaires whoso wealth can be compared with nation’s budget. So, I think they must cooperate with the government of state. While forming a future state, many other problems may take place. But they may be solved by the Head of State and by the Parliament. To realize the idea of a Global state first of all the organizers must draw in the Mass Media to make all people think about its creation. Different discussions at forums, during the lessons at school can also influence on people’s minds. Literary men, writers can also play an invaluable role. Also there are churches, mosques, synagogues… What impression can make theatres with their actors on the stages! Every man in our world must think about finding a new way to survive. Each of us wants to live without wars so, why don’t we start doing something meaningful for it instead of waiting until a new war? Let’s believe in scientist Vernadsky’s words, who said that the solution of global problems of humanity is connected with human’s intellect. You should think about Confucius’ words:”He who doesn’t think about far difficulties, will have troubles soon”.

        Let’s wish the United Nations more wisdom, will and forces to deal with its main task –to save humanity from wars and to create a Global state.
